I know enough about insurance to know the companies are heavily regulated and can not legally discriminate or as they say in the industry "red line" a particular market. If I were you I would file a simple complaint with your State Insurance Commissioner and ask him if it is legal. I would send the letter of non-renewal along with your question.

Does someone know how to clear an accident from my insurance record if I didn't have that accident?
Q. I'm trying to get a new vehicle insurance policy, but the broker is telling me that an accident shows up on my record in 2006. I'm 100% sure that I didn't have that accident. How can I delete it from my record?
A. There are 2 places it could be, on your CLUE report or on your MVR. If it is on your CLUE report, get a printout, it will show the car involved, the driver involved & what was paid. If it is incorrect, go back to the insurer at the time it occurred & dispute it with them. They are the ones that would have to send the correction to Choice Point who handles the CLUE reports. Your old insurer can write you a letter stating you and/or your vehicle were not involved in the accident on that date.
If it is on your MVR, go to the DMV in your state, find out the incident # & the town it occurred, go to the police dept in that town & get a copy of the police report. Give a copy of this police report to the DMV to correct your motor vehicle report & give a copy to your insurer to prove it was not your accident.
